4. You have probably noticed this in the press, but John
Warner points out that the House on 18 February passed a bill to
simplify and bring up to date various laws pertaining to dual com-
pensation. Included is a provision which repeals a section of the
CIA Act of 1949 which permits the Agency to employ up to 15 retired
military officers despite general provisions prohibiting such employ=
ment. The Bill will permit such employment in the future by ant--
Agency. . The individual will be able to receive whatever the pay of
the position in the civilian agency,and in addition, will be able to
retain the first $2, 000 of his retired pay plus one-half of the
remainder, if any. John says it looks as though the Senate will
react with favor.

5. General O'Meara has reported to JCS on the current situation
in Panama. His conclusions are "that as things now stand in the
Republic of Panama, time will not remain on the side of United States
objectives; it will shift to the side of the Communist revolutionaries",
and "that the time required to build an organization which will permit
a coup by a Communist infiltrated and controlled group is shorter
than previously assumed. "
O'Meara recommends that an NIE be done on Panama as
a matter of priority. JCS has the action.
