Walt Elder advises that DCI wrote a note on top of the recent Colby memorandum concerning JCS planning toward the possible implementation of the CIA/DOD command relationship agreement for Vietnam. The note reads as follows: "I think we should assume that the JCS/CIA arrangement would be imple- mented when and only when U. S. forces were actually committed to war--not before. " This would seem to set the Agency's policy. Walt has informed Helms and Colby. 2. At your request, Red White's committee, which has become highly skilled in arranging for emergency evacuations of Americans from trouble spots, is studying the Vietnam situation. I have a memorandum which I will be putting in your folder covering the current situation in terms of weapons available, the amount of classified material which might have to be destroyed, types and numbers of personnel, etc. We have a total of 0 CIA employees in Vietnam. They have = dependents for a grand total of II All but=re in Saigon. Is 3. had a recent chat with Admiral Felt in 1I Bill and the Admiral are inclined to agree that the time has come to give consideration to and make policy decisions on the question of what the I I might do to help out in South Vietnam. Bill believes th Iwould agree to use Special Forces and he would obviously be most willing to make a major commitment to opera- tions inside roper, particularly in 4. John Bross and Co. , report that Secretary Vance is anxious to press forward on extending the use of the polygraph in DOD. He is thinking of extending it to everyone in the Pentagon who has a cryptological clearance. Bross was queried as to whether you and the DCI had ever been polygraphed. As you know, it has not been practice to give the poly to any Presidential appointees nor to Congressmen who have high-level clearances.
