Believe you should arrange get-together with Dick Helms shortly to get caught up on developments in DD/P during your absence. Two specific subjects worth being briefed on are: (a) the case; and (b) the program for operations in 2. I hear that the DCI recently questioned the whole requirements exercise, particularly COMOR and asked John Bross to look into this with the particular view of determining whether any of these outfits that generate requirements ever tell senior intelligence officers when a requirement is satisfied. Edgar Hoover wrote the DCI on 25 March relaying word from a0 source who says that intends to call a conference of all neutral nations in the lmpe that can become the leader of this bloc. 5. Rufe Taylor last week wrote the DCI thanking the Agency for its intelligence and analysis on Free World shipping to Cuba.
