1. Believe you should arrange get-together with Dick Helms
shortly to get caught up on developments in DD/P during your
absence. Two specific subjects worth being briefed on are: (a) the
case; and (b) the program for operations in
2. I hear that the DCI recently questioned the whole requirements
exercise, particularly COMOR and asked John Bross to look into
this with the particular view of determining whether any of these
outfits that generate requirements ever tell senior intelligence
officers when a requirement is satisfied. The DCI is inclined to
think that all of this generation of requirements leads inevitably to
a hunting license for more people and more support organizations
and thus more costs.
3. After we had received several highly inflammatory anti-
Semitic and anti-Negro letters from the White Citizens Council in
the South which had been addressed to you, our Security Office made
contact with the Postal authorities inquiring as to whether this type
of mail cannot be banned. The Chief. Postal Inspector on 25 March
wrote to you saying that this "hate literature" does not violate postal
laws and court decisions and that there is nothing to be done.
4. J. Edgar Hoover wrote the DCI on 25 March relaying word
from a0 source who says that intends to call a
conference of all neutral nations in the lmpe that can become
the leader of this bloc.
5. Rufe Taylor last week wrote the DCI thanking the Agency for
its intelligence and analysis on Free World shipping to Cuba. Taylor's
letter says in parr "in particular, the assistance being
rendered ONI in reporting Bloc movements in the Near and Middle
East where Naval attache coverage is sparse has been outstanding. "

6. General Trudeau, now with Gulf Oil, told 25X1
recently that he has heard that weapons are being brought into the
U. S. on grain ships flying the flag which are coming to 25X1
this country to pick up wheat. These weapons, according to Trudeau's
source, are intended for the Civil Rights struggle.
7. Cyrus Vance ha, signed the agreement between DOD and
CIA on responsibility for equipment on loan. In his letter to the
DCI about this, Vance says he understands we will reimburse the
Air Force for the loss of a C-123 aircraft II 25X1
