4. The Eases have highlighted interesting
situation. As you know, in the case of employees recommended
for termination, the IG does not concur or comment on the
recommendation made to you by the various components below. Reason
is that he has to reserve his position in case the employee appeals
your decision. Trouble is that this really prevents the employee
from seeking advice and counsel from a neutral office in the Agency

Joint Committee on Atomic Enerjav has, as might be expected, written

4. Matt Baird reports on comments by two speakers--Bob
Kennedy and Harriman--at the National Interdepartmental Seminar
last week. The Attorney General was asked by a student why the
Peace Corps was not involved in the counterinsurgency effort. In
reply, the AG mentioned that "The Invisible Government" claims
the Peace Corps is controlled by CIA. Matt says the Attorney

In the course of his remarks to the students, Harriman
abruptly stopped in mid-stream at one point and said he has become
irritated with all of the adverse publicity which has been given to
CIA. He said he was grateful for the existence of the Agency and
its work which unfortunately could not be publicized.
5. Admiral Austin of the Naval War College has written to
you thanking you for the bibliography you recently sent him. He
asks for bibliographies on counterinsurgency covering 12 countries
which the student body camld `N' study next year. This letter has gone
on to Matt Baird to prepare a reply for your signature.
