2. Judging from the cable traffic, except for the President,
you may well end up as the senior officer present in Washington--
with all the wheels flying to Honolulu next week. Ambassador Unger
has been told to stay in Vientiane to be close to the crisis, but his
DCM, Chadbqurn, will be going to Honolulu as will Ambassadors
Martin and Lodge. Bill Bundy will move onward from London, will
rendezvous with Secretary Rusk in Bangkok on 30 May and he and
Rusk will confer in Bangkok with Thai officials plus Ambassadors
Martin and Unger.

4. Kirk has sent an action memo to the DD/S to "insure
expeditious development of exercise facilities in this building.
Doc Tietjen has endorsed the need and the General Counsel was
told he should have no difficulty in preparing any backup material
for discussions with Congressional Committees or BOB as required.
Logistics has been asked to obtain space as soon as possible.
Facilities are requested to be made available and in use by not later
than 1 September.
