2. The DCI has agreed to participate in another Southeast Asia War
Game to take place on 10, 15, and 17 September. The prime purpose of the
Carne is to look again at U. S. and ChiCom courses of action and reaction.
DCI will be a member of the Blue Team, Ray Cline will be our senior man
on the Red Team, and three other CIA SEA experts will also participate.
3. 12 August gave a short briefing to
Major General Tom Stoughton, Commanding General of the U. S. Army
Area Command in Germany. Stoughton was briefed on our organization
He was cordial, receptive, and seems to have a good impres -
sion o~ us. He asked particularly to be remembered to you.

says that this report, like all other hot flashes from Jack, was handcarried

to Ball, Talbot, and company.

6. You need have no further concern that the letter from Congressman
Holifield is related to the polygraph hearings. The Holifield letter was largely ,
a think piece in which he made the point to the DCI that the creation of the
MLF may cause very severe Soviet reactions, and he wanted to know what
the DCI thought about this. DCI will confer with Holifield after his return.
