Approved For ReFe 'se 2006/ 16 September 1964 1. Wanted you to know, prior to Gen. McConnell's visit on Friday, that Air Branch Chief, has received his retirement orders from the Air Force. The orders came through loud, clear, and with- out qualifications or caveat of any kind. pleased. 2. We have received a copy of the report made by Cabot Lodge to the President following his tour of various world capitals in an effort to whip up enthusiasm and support for the war in Vietnam. Lodge paints a rather glowing picture Qf the promises made by various countries he talked to, but it is perhapsremarkable for the rather mundane recommendations that Lodge makes to the President. They are three in number: (1) That USIA pub- licize through photographs and biographic articles all the young men from the various countries of the world who agree to go to Vietnam and that this publicity get emphasis in Vietnam and the U.S.; (2) An International Meeting of some kind be held in order to make an international declaration of en- couragement for self-determination for Vietnam; and, (3) that the Govern- ment of Vietnam put up flag poles and flags "for all the different countries which have said that they would help around the big fountain at the big inter- section on La Loi Street in front of the USIS in Saigon. " 25X1 25X1 3. There is a little further word on that investigation of DIA by the JCS. We think that this is merely another annual JCS review of DIA. This time, however, the JCS seems intent upon making the inspection a little more high- powered than it has been in the past. Previous reports have apparently con- tained insignificant recommendations and the JCS apparently wants something 25X1 meatier to chew on. A reminder that there is going to be a big display of the A-11 at Edwards on 26 September. It is understood that any Air Force press hand- outs are to be reviewed and cleared by CIA beforehand.
