1. Kirk signed off for you on a letter to Mac Bundy having
to do with Recommendation 7 of an earlier PFIAB report. This
Recommendation had to do wither improvements in polygraph-
ing in connection with better personnel security. The DCI had
been on the hook to prepare a joint CIA/DOD status report on this
Recommendation to be submitted to Bundy on 1 October. We
had learned that Vance recently spoke with Bundy and got Bundy
to extend the deadline for this one indefinitely.
Kirk's letter merely pointed out that in view of this we
will not be responding by 1 October. This, however, may well be
related to the DOD desire to hold off on polygraphing personnel
at NPIC until after the elections, and I am not sure that if the
DCI himself were consulted, he would have agreed to making no
report by 1 October. Do you think you or Kirk should raise this
matter with him? You will recall the DCI said he will talk to
McNamara about an NPIC issue.
