harassment of Meos; returned US prisoners claimed seeing approxi-
mately 1000 Soviet trucks each month near North Vietnam border;
JCS directed CINCPAC to suspend reconnaisance operations involv-
ing Laos overflights following an RF-101 sustaining considerable
damage from ground fire on 14 August; Strategic Hamlet radios
installation progressing at approximately 300/month by four USOM
