Mr. Bromley Smith informed me that upon reading the CIA paper on the security aspects of the numerous intelli- gence briefings about the Cuban crisis, he had alerted Mr. Bundy to the fact that the President might get the feeling that Mr. McCone was taking off after Mr. McNamara and the paper might create the wrong impression. Accordingly, it had been decided that the paper would not be shown to the President although it had been shown to key members of the staff, including Mr. Bundy. 2. I told Mr. Smith that the paper had been prepared as an in-house study to see just what harm had been done and that in view of its content, the Director felt it should be sent to the White House. I told Mr. Smith that we were not taking off after Mr. McNamara, or the Secretary of State, or anybody else, personally or collectively -- that the various performances on TV and otherwise had unquestionably alerted the Soviets to our intelligence capabilities in areas which they might otherwise not have been aware of. As to Mr. McNamara's floor show, I told Mr. Smith that this had not been approved by the Director who had statutory responsibility for protection of intelligence sources -- that the Director had agreed to General Carroll giving a background briefing to certain key members of the press, but that the McNamara strip tease was not cleared with the Director either as to content or purpose. 3. As it stands now, the President has not seen the paper and unless some other action is taken, it will not be shown to him.
