There are a number of unanswered questions and differences on view- point and guidance contained in the memoranda I received from OSA and NPIC. Jack Farman has assigned several of his best men to this task and is proceeding along the lines indicated by me. 2. This initial survey will initiate the IG Staff into all the various facets of NPIC on a purely in-house basis. That staff will then serve as the CIA nucleus, augmented as neces- sary from assets of the DD/I and the DD/S&T, and fully sup- ported by outside talent, both managerial and technical, to assist to the total survey of NPIC as to organization, controls, techniques, and adequacy of performance. 3. Accordingly, we may expect two studies in sequence -- the first on the TACKLE lose and, after completion of that, the initiation of a comprehensive review of NPIC. OSA, concurred in by DDIS&T, and from the Director, NPIC, without comment from the DD/I. 2. 1 am dissatisfied with both memoranda since they are not compatible either as to facts and procedures or as to understandings principle. 3. Accordingly, I wish you to conduct an investigation of this entire matter and to submit recommendations which will provide clear-cut operational procedures for one in the future. 4. Your investigation should cover, but not be limited to. th following questions: a. + as the basic requirement for Mission C-0Z5-G developed by GOMCR and approved by IB b. Was there clear-cut approval of the 303 Committe c. Were the DD/S&T, the DDCI, and the DCI fully informed as to the date of the overflight, and the track, and the possible inherent dangers involved d. % 'as there requirement for the degree of urgency placed on conducting this flight', 25X1 e.
