Re your memo to the Comptroller concerning format revision
of our budget, (former Agency budget officer) has given
me the following background info:
1. The present format originated upon the request of former
Committee Chairman Tabor and was used by direction of Mr. Dulles,
who admonished our budget people to play it straight at all times
with the Committee. Hence, the first five pages of the budget paper
have been types of inforrra tion specifically requested by the Committee.
2. Normally the first five pages of our budget paper is in the
same order as it is later presented by the President in a subsequent
document.
3. eels that Congressman Cannon was particularly
testy that Saturday morning, apparently nettled because one member
was out of town and not previously cleared with Cannon.
