1. At the NSC Meeting this morning, the President directed
that the Central Intelligence Agency clear through you the proposed
distribution of the subject Estimate. We had already undertaken our
normal distribution of this highly classified document within the
Washington area. We have now collected up all of these copies with
the exception of the single copy which Mr. McCone handed to the
President after the meeting.
2. The distribution list as determined by the Board of National
stimates and the Central Intelligence Agency was as follows:

2. Dissemination of the T1 copies was initiated at 1010 hours,
after the NEC meeting had started. The copies were recalled about
noon, and by 1340 all. copies had been returned to the 'IC, except the
one delivered to the Bureau of the Budget which was recovered at
1800.
3. The following dissemination was made of the 40 copies
delivered to the DCI's office on 8 July:
