I. Attached is a memorandum prepared over the weekend at the
request of Carl Kaysen. It is most interesting and I thought you would
want to see it on its way to Mr. Kaysen.
2. At the time it was prepared there was some doubt as to whether
the Soviet probe had in fact failed and we were also anticipating the
initiation of our own probe.

3. There may be, at some future time, a proposal to release in
a highly sterile version some of the information contained in this memoran-
dum. If you desire a sanitised brief of this memorandum which would not

"Dear Mac:
I'd like to point out gratuitously that there would appear
to be little if anything to be gained by attempting to ridicule a runner who
is a quarter lap ahead of you, at least until you have girded your loins and
spurted ahead of him. Pointing out another person's failures has seldom
led anyone to his own success -- unless perhaps in politics about which I
am not witting! (Carter's Fixed Opinion)
