!. The Agency has been advised by National Security Action
Memnrartdum 15b that the Department of Sta#e will organize a cotn-
r:aittee to forrxxulate a position on the legitimate use of outer epees,
anal in particular the questioa of satellite reconnafesance. The memo-
randum indicates that CIA. will be expected to participate on this com-
mittee anti: that the President wishes to receive a report aad recom-
mendations by the 1st of July.
2. As you are well aware this is an extremely important
subject with the greatest need for a ca:retfully prepared position to be
followed by careful negcttiatictn by the United States delegate to the
Limited Nations' utter apace Cotx3rnittee. You are also aware of the
fact that prior action is the United Nations by the United States delegate
placed us in a very difficult position. It is a matter of rr~ajor importance
that the satellite reconnaissance program of the United Mates not be
frustrated by Soviet diplomatic :naves. It should be the objective of
CI.A to insure that the United States' position is calculated to permit us
to contitaue this vital program.
3. Will you insure that the I3CI's office is kept constantly
and currently informed of all devel?tpments is this area. Attachsd
is a letter to the Secretary of State indicating that either the DCI or
yourself will represent the A.gaacy in this matter.
