This refers to. your proposed Joint memorandum on "E st ablish-
met Of RP Review con=ittee, "t which for Uz*s the agreement
we reached in our mooting on 23 October to establish procedures for
monitoring the National Reconnaissance Program.
As you know, I have previously designated Dr. W aeeten to act
as my m for under the terms of the basic Agreement, and I also
look to General Carter for eccasieasai assistance in this regard. Carter
and Wheeelon met with Fuhixxi and McMillan on 5 December at Fublr4's
suggos#e n. I am informed that Dr. Fubiai proposed that this group
mutt biweekly, alternating the office meeting place; that the cb irr a.n
as such would likewise alternate for each meeting and be responsible

Since the meetings already seem to be well started, I suggest
