1. Attached are papers relating to TIM clearances for
and others not directly in the intelligence community.
2. Please see that they get in the hands of the People who
are conducting the overall study as to the proliferation of access
to this sensitive material.
3. As you are aware, I have grave concern at the number
of people who do not have a "need to know" who have access to
our most sensitive intelligence ianformation, particularly as it
applies to the Director's statutory responsibilitiesfor the pro-
tection of intelligence sources and methods. This concern has

courses of action to the Director and me. If the necessary action
memoranda are not already in existence, please see that the
appropriate system is established to conduct this review. I am
aware that intelligence collection is not a "one-way street" and
that we need not expect to "go it alone.
