Subject memorandum is attached hereto for your signature. 2. Q was assigned to this Agency in January 1953. In January 1955, he was officially retired but at the request of the Agency was recalled to active duty and continued his assignment here. His military career 25X1 includes thirty-eight years of military service, twenty-two of which were on active duty. 25X1 3. I Iwas assigned to this Agency following a 25X1 search by the I I of TSS for a particular individual with his special technical qualifications and scientific background. During his five-year tour of duty, he has been engaged in a number of highly sensitive projects involving the design and development of special 25X1 4. I I extensive Signal Corps experience has been of great help in this work which has also included liaison with the Signal Corps Laboratory at Monmouth and with the Air Force on aerial and ground photographic projects for TSS. I is a member of the Joint Sub-committee for the Coordination and Standardization of Intelligence Ground Photographic Procedures and Equipment under the Joint Chiefs of Staff. 5. All too often a tour of duty with This Agency is not considered particularly beneficial when an individual is considered for promotion. Although Fitness Reports for I ave periodically been submitted to the Department of Defense, these fail to indicate the true nature of his work. will shortly be in a position to be considered for promotion to Brigadier General, and it is the purpose of the attached memorandum to the Department of Defense to explain more fully what cannot normally be covered in regular Fitness Reports.
