from CINC, Allied Air Forces, Southern

1. The Near East and Africa Division has been requested to
prepare a reply to ref b., for the signature of the Acting Director
of Central Intelligence Agency and to coordinate this reply with
the Deputy Director, Intelligence.
2. Our draft of the suggested reply is attached as Annex "Ai"
to ref c. It is requested that you review this draft. Any changes
of substance that You ma care to make should ed with

3. It will be noted that the last paragraph of our draft
has been left unfinished. It is suggested that you may. wish to
complete this paragraph with comments on General Lindsay's
recommendations on the e... 'cold war' watch committee." It will

SUBJECT : Agency Comments on Letter from CINC, Allied
Air Forces, Southern Europe, to the Chief
of Staff, USAF

1. Action is recommended in para 5, below.
2. Ref a., comprises an intelligence summary on certain
aspects of the Middle East situation, specific policy suggestions
for dealing with some aspects of the situation and a recommendation
that there be improved coordination among United States government
agencies concerned with Middle East problems through some such
instrumentality as a rocold war watch committee."
3. Ref b., states agreement with the intelligence summary
and concurrence with the appreciation of the situation conveyed in
ref a., and requests "... personal comments and guidance .., in
connection with preparation of a reply ...0 to ref a., for the
signature of the Chief of Staff, USAF.
4. The Near East and Africa Division feels that it would
be appropriate for the Agency to comment on General Lindsayts
appreciation of the situation and his intelligence summary, but
possibly inappropriate for us to comment either on his specific

policy recommendations or on his recommendation for the formation
of a new element in the government to devise and implement a
?master plan" to deal with the Middle East.
5. We have prepared for your consideration a draft reply
to General Watson (Annex "A') and forward it through the Deputy
Director, Intelligence, for his concurrence and comment. It is
recommended that you forward this reply.
