One gap in our planning that became apparent as a
result of the recent exercise "Operation Alert" was the
inability of most agency heads to communicate while travelling
in their automobiles. The suggestion was made that these cars
be equipped with mobile telephones.
If your agency operates a private mobile system or
you plan to establish one you may wish to consider connection
with your own facilities. As an alternative, you may wish to
subscribe to the telephone company mobile service, which will
enable you to reach either locally or by long distance any
telephone that may be reached by other Bell System telephones.
In determining which system would be most useful, you should
have in mind that the private and public mobile telephone systems
do not interconnect and also that there is no positive security
safeguard immediately available on any mobile system.
As a matter of convenience a booklet describing the
public system is attached.
We would appreciate advice as to any action that you
