The National Security Council, in its Statement of
Policy on %lectroma~net.ic Communications (N8C lb9) dated
October 27, 1953, charged this office with respo.~sibility for
coordinating the actions of those executive depart7r~ents and
agencies of the U. :. Government delegated the task of
implementing certain segments of the above Statement. At the
same time, this office was directed to report to the Council
periodically with respect to progress in carr-,~in out the
implementation of the plans contained therein.

Pursuant to these res~;onsibilities placed upon this
office by the Council, it is considered desirable that a progress
report be prepared for the annual period ending Aecember 31, 1955?
The responsibiJ.ities of the Central Intelligence Agency
under the Councils directive are, as you know, set forth in
paragraphs 2, 3a, 5a, 8a and 8d of IdSC 109. Interdepartmental
coordination of the actions embraced by paragraphs 2 and 8a were
delegated in N$C 169 to the Operations Coordinating Board.. Bence,
the t3oard frill furnish the Council with a report on those
particular subjects.
