1. Attached herewith is a copy of the USIA Survey for official trae,ns-
mittal to Mr. Streibert and a letter of transmittal which I have .nitia ed.
As to the latter I should call your attention to the fact that the letter in
this form would express your approval of the recommendations of this r4 :)r-..
You will remember that these were modified as a result of various conver3a-
tions with you. Nevertheless, recommendation a. of Part 3 (on page 9) still
reads "That the Department of State, as the appropriate agency unVLer ft tD-
expand and redirect the resources of its intelligence organization so ee:: to
accomplish the additional roduction inci under the NIS program, recommended above.
Except insofar as these resources can be. a Java.

able by the curtailment of other activities in the Department of State 't
intelligence organization or elsewhere, the necessary funds shoultt be p avictei
by the Central Intelligence Agency through the NIS program pending a rem=x ni
tion of the method of financing that program."
2. You specifically approved the first of the above quoted sentences
which leaves it open to you to propose a review of NSCID-3, and I have nlreezi
forwarded to you a draft of a letter for your signature to Mr. Park Ari trong
which would advise him that you intend to do so. The wording of he sentence
on financing is designed to make possible an immediate start on expandei pro-
duction while making it clear that the whole financing arrangemerv would be
subject to review.
3. I believe the recammend.ation is reasonably safe in this form. If,
however, you do not wish to write a letter to Mr. Streibert giving such a
blanket approval, I recommend that I draft a different letter for you which
would approve the conclusions and recosmendations of the Survey with a -eser f`
tion on one or both of the points to which I have here called yot attei tim-i .
Even such a qualified approval will cover the points in which Mr. Streibert'E;
organization is urgently interested. If you wish such a letter drafted. wi.n-
you please let me know.
