SUBJECT: Letter from secretary of Labor Mitchell requesting
CIA participation in Department of Labor Conference.
1. This memorandum suggests action or. the part of the DCI.
Such requested action is contained in paragraph L.
2. Secretary of Labor Mitchell in his letter to you dated
29 December 1958 requested that you or someone you might designate
attend a meeting of the non-governmental Trade Union Advisory Committef.
on International Labor Affairs to be held at the Department of Labor of
13 January 1959, to give a 30 minute presentation on the current econo';;ic
and political situation in Africa. I have discussed this question wit-,
Sheldon of OCI and he has agreed to designate
and to give the requested briefing. I Iwool
discuss North Africa and the United Arab Republic while would
give a presentation on Africa South of the Sahara. I believe that the
designation of two representatives instead of one will be acceptable t
the Department of Labor.
3. The Trade Union Advisory Committee (TUAC) was established by
the Department of Labor in 1946 to advise the Secretary of Labor with
respect to labor attache appointments and other matters in the field c2
international labor affairs. Membership initially included the A.F. c=' L.,
the CIO, and the Railroad Brotherhoods. It was subsequently augmented
to include the United Mine Workers. The Committee was plagued from its
inception by the factional disputes which characterized the United Ste.tes
labor movement prior to the AY -CIO merger in 1955, and to all intents aid.
purposes it ceased to function during the tenure of Assistant Secretaa i
Wilkins. The meeting on 13 January represents an effort on the part
of the newly appointed Assistant Secretary of Labor, Y x. Lodge, to
reconstitute this Committee.

Advisory Committee for January 13 at 2:00 PM in my office. An agenda
of the meeting is attached together with a list of the Committee
members.
As a result of a great deal of interest which has been shown
by the members of the Committee in the problems of Africa, we plan to
devote the first part of the meeting to a consideration of develop-
ments in that continent.
I would greatly appreciate it if you, or someone you might
designate, would give the briefing mentioned in Agenda Topic 1 a.
Needless to say, I would be delighted if you could attend the meet_.ng
whether or not you make the presentation yourself.
My staff could meet with whomever you suggest to go over is
some detail the specific matters in which the Committee would be most
interested. For example, we believe that recent economic-labor-
political developments in Morocco, Tunisia, UAR, Sudan, Ghana, French
Guinea and Kenya and how they affect the African situation general=:y
would be of particular interest.
