My dear Mr. Director:
on September 15, 1953 and on November 23, 1953 I wrote to
the Chairman, Interdepartmental Intelligence Conference reques-inf.
IIC comments and advice concerning the cost to IIC agencies of
implementing certain recommendations of the ICIS Subcommittee on
Entry and Exit Problems. The recommendations provide for the
Federal Bureau of Investigation and the Central Intelligence
Agency to report, as promptly as possible, to the Visa Office o
the Department of State and to the Immigration and Naturalization
Service on the following points:
1. When the fingerprints of visa applicants,
which are forwarded to the Federal Bureau of Investi-
gation by American consular officers abroad, are
checked and disclose any derogatory information
concerning; the visa applicant under the same or any
other name.
2. When information is received by the Federal
Bureau of Investigation or the Central Intelli nee
Agency, indicating that any alien who is at least
questionable from the viewpoint of our national
security,mlip has arrived in the United States, is
en route to the United States, or is traveling
internationally and may therefore apply for an
American diplomatic or consular visa or attempt to
enter the united States.
The letter was referred to the FBI with a request for
an estimate of the costs which would be involved, and Ltr. Hoo.er
replied on December 17, 1953, indicating that the elements of
the recommended program could be carried out either witia
negligible cost, which could be absorbed by the FBI, or with
no additional cost.
