Dear Mr. Dulles:
Enclosed is Copy No. 13 of a report by the Interdepartmental
Committee on Internal Security dated July 23, 1956, concerning defensF~
against the employment of civil aircraft in unconventional attack.
This report was approved by the ICIS on May 17, 1956, following
extensive consideration by the Committee.
It is requested that your agency undertake appropriate imple-
mentation of Recommendations 5 and 9.
Pursuant to Recommendation 1, the Department of Commerce is
charged with the responsibility for coordinating, in consultation with
the Department of Defense, the activities of all government agencies
in this problem of defense against the employment of civil aircraft in
unconventional attack. The cooperation of your agency with the
Department of Commerce in the exercise of its responsibility for
overall coordination will_be greatly appreciated.
This report is also being transmitted to the Departments of t1-.e
Treasury, Commerce, Justice, Defense, State, the Civil Aeronautics
Board, and the Interdepartmental Intelligence Conference, requesting
that they implement those recommendations applicable to their
responsibilities.
