The Interdepartmental Committee on Internal Security (ICIS), pursuant
to NSC 5726/1 (approved December 5, 1957) is directed to develop,after co-
ordinating with the Interdepartmental Intelligence Conference (IIC), with
regard to the latter's responsibilities, the internal security safeguards
necessary to meet the increased threat to the internal security of the
United States which may be presented by the entry of Soviet bloc civil
aircraft. Enclosed is a copy of the February 10, 1958 report, instant
caption, of the ICIS Subcommittee on Entry and Exit Problems setting out
the recommended security safeguards.
The ICIS Standing Committee is scheduled to consider the enclosed
report at its meeting, Thursday, March 6, 1958. In accordance with ICI LS
procedures under its charter from the National Security Council I wish to
invite participation by your agency as an ad hoc member for final staff con-
sideration of the report prior to its approval by ICIS. The March 6, 1958,
meeting will be at 10:00 a.m., in Room 2515,,,Departmentof Justice.
Please notify me as to whether your agency will be represented for the
above purpose, and if it will be, please furnish the name of your designated
representative.
