The Interdepartmental Committee on Internal Security, under
its charter from the National Security council, is directed to invite
any non-member departments and agencies having an interest in problems
under consideration to participate as ad hoc members. Representatives
of your agency have participated in the preparation within the ICIS
organization of the enclosed draft report dated April 8, 1958, on the
Internal Security Safeguards Applicable to the Entry into the United
States of Soviet Bloc Aireraft'Engaged in Scheduled Air Services.
A meeting of the ICIS is being planned in the near future
for the purpose of obtaining the final concurrences of the various
departments and agencies having responsibilities in this field prior
to issuance of the report by ICIS to the appropriate departments and
agencies for implementation. In view of your Agency's interest in
this matter, you are invited to designate a representative to partici-
pate as an ad hoc member in the consideration of this problem at that
meeting. I will appreciate your informing me of your designee in
advance in order that the Executive Secretary, ICIS, may notify him
of the time and place of the meeting.
