A leading functionary of the Communist Party, C~S,A,
recentlyy visited the Soviet Union and Red China. While ~n
China, he hac~ the occasion to converse with Sanzo Nozaka,.
chairman of the Communist Party of Japan. Nozaka was the
head of a delegation from the Communist Party of Japan to
the celebration of the tenth anniversary of the founding of
the Peoplets Republic of China held in Peking, China, during
September and October, 1959.
Nozaka advised the Communist Party, USA, funct%onar~f
that he desired to work out a rogram between the Communist
Party, USA, and the Communistarty of Japan. This program
would call for a campaign against United States military base
on Japanese soil inasmuch as these bases are designed for use
against the Soviet Union.
Nozaka stated that the Communist Party of Japan has
developed a powerful movement in-the form of a united front
with the Socialist Party of Japan directed against the renew~f
of the security treaty between the United States and Japan.
Nozaka stated that this is the most important political problem
facing Japan today inasmuch as a new treaty could lead to ware
Nozaka related that while the leaders of the Socia~.ist
Party of Japan do not agree publicly with the Communist Party of
Japants fight against the renewal of the security treaty, they
secretly met with the leadership of the Communist Party of Japac~.
In addition, the Communist Party of Japan is supported in thXs
campaign by a national alliance. This national alliance ons:ists
of over 300 local alliances or committees composed of Socialist
Party members and others.
Nozaka requested that the Communist Party, USA,
attack the proposed security treaty between Japan and the
United States and pointed out that this matter is of
particular significance in view of the scheduled visit
of Japanese Prime Minister Nobusuke Kishi to the United States
in December, 1959.

In regard to the Communist Party of Japans Nozaka
stated that the internal situation in the-Party is very
much improvede He explained that the sectarians have been
ousted, the factional fight stopped and some ppersons w ~o
were expelled fromCthe Farty a few years ago have returneds
He added that the ornmunist Party of Japan publishes a
paper with a daily circulation of 50,000 and an additip~nal
circulation of 50,000 on Sundaye
Nozaka related that the Communist Party of Japan
together with the Socialist Party and the trade-unions
during the ppast year helped to defeat repressive 1 egislation
that Nobusuke Kishi attempted to get through parliament.
Nozaka claimed that the United States desired to have this legis-
lation adopted.
Nozaka concluded by asking for closer contacts
between the Communist Party, USAy and the Communist Pa_~-ty
of Japan and an arrangement was made to facilitate theJe
contacts.

I thought you would be interested in the
information contained in the enclosed memorandum. 'This
information was obtained as a result of our over-all
coverage of the Communist Party USA, and pertains to
a recent discussion in Peking china between a leading
functionary of the Communist arty ~sA, and a higl~-
ranking official of the Communist arty of Japan.
In view of the extremely sensitive nature of
certain of the sources of our information, it is
requested that the contents of this communication be
afforded the most careful security and its use restricted
to a need-to-know basis.
