During the course of a recent visit to Red China a
leading functionary of the Communist F arty, USA, conferred at
length with Mao Tse-tung. During this conversation Mao referred
to the following Incidents which he described as diplomatic
defeats suffered by the U. S. during the past 14 months:
1) Venezuela in the early part of 1958.
2) Vice President Nixon's visit to Latin-American
countries in May, 1958, and the violent reaction of the people.
3) The revolution in Iraq in July, 1958.
4) The landing of It. S. troops in Lebanon and their
subsequent withdrawal.
5) The situation at Quemoy which compelled the U.S. to
weaken the 6th Fleet in the Mediterranean area in order to bolster
the 7th Fleet in Taiwan waters.
6) The defeat of the Republican party in the November,
1.958, elections.
7) The internal split in NATO.
8) The Berlin situation.
9) The Cuban revolution.

10) The struggle for inde endence in Africa particularly
in the Belgian Congo and Leopoldville.
Mao stated that US.should not be over*stimated
as being all-powerful and ail-dom rlent. He continued th;t it;
weakness lies in its being spread $o widely throughout tat
world.

in discussing Secretary of State John Foster Dulles- Mace
stated that the Chinese hope he will not be replaced because of hs
illness. According to Mao, Mr. Dulles is a predictable man with
full knowledge and a deep understanding of his role in U.S.
imperialism.
Mao continued that Mr. Dulles is a man of his word and
because he lives up to his code he has helped the Chinese very
much. In this regard Mao stated that at first the Chinese had
some problems in the organization of communes. However, when
Mr. Dulles opposed the communes he practical) assured their
success since his remarks were quoted to the Chinese people and
the initial organizational obstacles were overcome. Mao stated
that the people of China are now organized and that communes
will continue to be a permanent feature in China. He stated
that although at the moment the Chinese people are poor and Vie
cultural level is not too hi h the communes will eventually
overcome poverty and raise the cultural level. He stressed
the fact that at first the Soviet Union was not in fully
agreement with the Chinese regarding the communes but subsequentip.'
fealized this mistake and is now in complete agreement with rspe~x
to the communes.
At the end of the interview Mao discussed the Communist
larty9 USA, and said that in defeating revisionism it had bec* e
a strong party. He stated that the English and French fi-our19oisic
are not afraid of their Communist parties because they know at3 d
understand the role of the Communist Party and act occordin X~.
Mao described this as a sign of strength. He continued the the
U.S. is afraid of the Communist Party because it dots not uAder-
stand its role and, therefore, because of this weakness, the U.S
is approaching its Past. stage.

1959, concerning recent discussions between a lead
functionary of the Communist Party, USA, and high--
ranking officials in Red China, I thought you would be
interested in the enclosed memorandum. This memorendus's
contains additional information about s discussion
between the afore-mentioned Communist Party, USA,
functionary and Mao Tse-tung, chairman of the Corm nist
Party of China. This data was obtained as a result of
our over-all coverage of the Communist Party, USA.
In view of the extremely sensitive nature of
certain of the sources of our information, it is
requested that the contents of this communication b
afforded the most careful security and its use
restricted to a need-to-know basis.
