Subject: Director of Central Intelligence Directives
(DCID's) 5/1, 5/2, 5/3 and 5/4
1. On 8 December 1959 the Director of Central Intelli-
gence (DCI), with the concurrence of the United States Intelli-
gence Board (USIB), issued the subject Directives in implemen-
tation of Intelligence Identity Document No. 5 (IID No. 5)
dated 15 September 1958.
2. DCID 5/1, which sets the tone of the entire 5/series,
represents a substantial departure from the superseded DCIL's.
The net effect of the new series is to increase the degree of
control over military clandestine intelligence activities bg
the DCI's representatives in the field. This coordination
authority, which is directive in nature, will normally be
exercised by the CIA station chief in the locality concerned.
However, this centralized direction of U. S. clandestine
activities by CIA in the field should not deter commanders
from the collection of intelligence and counterintelligence
information essential to their needs through clandestine means.
In this regard, paragraph 7 of DCID 5/3 provides a safeguard
which permits commanders to override a decision of the DCI's
representative, coupled with an appeal prerogative on the part
of commanders concerned.
3. In cases of disagreement, commanders should not
hesitate to exercise their overriding prerogatives when para-
graph 7c of DCID 5/1 applies, or their prerogatives of appeal

to the Washington level where immediate military necessity
is not the governing factor. Such appeals, where disagree-
ments cannot be resolved at the Unified and Specified Commane
level,, should be referred to the Joint Chiefs of Staff.
4. Under the current revisions commanders of Unified
Commands as well as their component commanders are entitled
to full knowledge of the clandestine activities conducted by
CIA in support of the military mission, and general knowledge
of all other CIA activities and operations in or through their
areas of responsibility. Representatives of the DCI in the
areas concerned are obligated to furnish this information on
a continuing basis.
5. In adopting the provisions of the new DCID 5/series,
the USIB member agencies were assured by the DCI that these
documents should not be considered immutable, but rather
subject to revision should experience dictate. To assure
that the intelligence needs of the military commands are best
served, it is essential that the Joint Chiefs of Staff be
kept informed as to the adequacy of these documents and of
major problems arising in their application. Accordingly,
commands are encouraged to submit comments to the Joint Chiefs
of Staff through the Director for Intelligence, Joint Staff,
as appropriate.
