1. This memorandum with its enclosed statement
on the scope, nature, and significance of Soviet
comments on your testimony to the Subcommittee on
Economic Statistics on 13 November is for your in-
formation and is in response to your request. We
are attaching extra copies of the enclosed statement
in case you wish to forward them to Congressman
Bolling.
2. Most of the material herein has already
been submitted to you in memoranda dated 3 December
discussing the 13 November Pravda article and 18
December discussing the 29 November Sel'skoye Khozya
sy tvo presentation. These two articles are by far
the most elaborate of the commentaries. The use of
your testimony to support the Soviet propaganda
thesis that there is a significant difference of

opinion among high US governmental officials concern-
ing the Soviet Union is the principal additional

3. You may also be interested to know that,
according to a TASS summary, a considerable part of
the Sel'skoye Khozyaystvo commentary was apparently
presented on 25 December to the Soviet Central Com-
mittee which was meeting primarily to discuss agri-
cultural problems.
