I would like to express our appreciation for the
offer of assistance in your letter of Februar 14 in the
implementation of a program targeted at th
intellectual community.

I apologize for the delay in replying to our letter.
Prior to implementing a program on intellectuals, 25X1
however, we wished to discuss the probl m with Ambassador
during his consultations
in the Department, expressed general agreement with the
objectives of Ambassador Irecommendations on 25X1
intellectuals. He wished, at the same time,

but we plan to take advantage of your kind offer and
work with your people when a formal program is instituted.
