Letter dated 7 October 1960 to
DCI from Mr. William 0, Boswell,
Chairman, IBC Special Committee
for Technical Surveillance Counter-
measures, Department of State
1. This memorandum suggests action on the part of
the Director of Central Intelligence. Such requested action
Is contained in paragraph 5.
2. In a. memorandum from AC/CI, dated 30 September
1960, it was stated that the NSC Special Committee proposed
sending a letter to the DCI requesting that CIA undertake a
collection effort designed to up-date the information supplied
in 1958 on the audio-surveillance and countermeasures capa..
bilities of foreign governments. The memorandum recom-
mended that the DCI accept the request. The Deputy Director
(Plans) concurred in the recommendation and the DCI
approved on 16 October 1960. (Tab A)
3. A letter was forwarded to the DCI under date of
7 October 1960 and forwarded to the CI Staff for action. (Tab B)

4. The reports have been completed and are ready to
be printed. It is proposed to print them in the same fashion
as in 1958 so that they be incorporated with the original
report. In order that the Special Committee may have access
to the information in time to include it in the annual report
to the Council, it is proposed to forward typewritten copies
at this time. The Special Committee will be advised that
printed copies for distribution to the member agencies and
departments will be sent when they become available.
5. It is recommended that the Director of Central
Intelligence approve this plan and sign the attached letter
directed to the Chairman, NSC Special Committee for
Technical Surveillance Countermeasures.
