Humphrey to the Secretary of State in which the Senator requests an updating of the compilation of research projects on disarmament and arms control that was prepared for him last year. The Secretary and Mr. John J. McCloy, the Adviser to the President on Disarmament, to whom Senator Humphrey also wrote, have informed him that the U. S. Disarmament Administration is contacting other departments and agencies with a responsibility in this field and will submit a co- ordinated response to his request. The Senator's letter, I believe, clearly states the kind of information he desires. However, I would like to invite your attention to the fact that the Senator wishes to have information regarding projects in progress as well as those that have been completed. Since he presumably desires that the information be supplied promptly, I would greatly appreciate your forwarding to me as soon as feasible relevant data on projects of the Central Intelligence Agency. Dear Mr. Secretary: Last year, in my capacity as Chairman of the Subcommittee on Disarmament, Committee on Foreign Relations, I requested from the Executive Branch a des- cription of all research projects connected with the problem of arms control and disarmament. Accordingly, the Department of State acted as the coordinator for the Executive Branch and submitted to the Subcommittee on Disarmament, an interesting and useful compilation of studies. The purpose of this letter is to request that: (a) the Executive Branch bring the previous compilation up to date and (b) it indicate which parts of the compilation are unclassified and, which, therefore, may be officially polished. I am also writing to Mr. McCloy regarding this request, since I assume he would be involved in developing the information. Copies of this letter are being sent as well for information purposes to Secretary of Defense McNamara and Chairman Seaborg of the Atomic Energy Commission. May I suggest that the following types of information be included for each project: - - Name of sponsoring Federal agency or agencies - Person in Agency in charge of project or private institution or company responsible - Amount and term of support - Date of approval of project - Estimated date of completion - A brief summary of the project Approved For Release 2003/05/29 : CIA-RDP80BO1676R000800090009-8 Approved For Release 2003/05/29 : CIA-RDP80B01676R000800090009-8 Any additional explanatory data which may be necessary should be provided. In addition, I would appreciate overall statistical summaries and analyses by major categories of the classified and non-classified data. Finally, let me note this fact, by way of background: - in another capacity, as Chairman of the Subcommittee on Reorganization and International Organizations of the Committee on Government Operations, I have reported on behalf of my associates (S. Report 263, 87th Congress) that it is essential, as a matter of policy, for the Legislative and Executive Branches to possess comprehensive and current "pictures" of diverse research and development work which is still in process - and not merely on studies which have been completed and which have been published.
