your board of Consultants on Foreign Intelligence
Activities, I have the privilege to forward herewith a
letter which I have written to General John E. Hull,
the Chairman of that Board. This Board has made an
outstanding contribution to the foreign intelligence
effort of the United States and I can assure you that
