The last of the 89 members of the U. S. Emnbassy Staff returned to the United States a wee': later. Unless action is taken immediately, these 89 staff members will be reassigned by their respective agencies. These professionals are thoroughly lccnowled;eable of the entire Cuban program and have many close, informative, friends who are influential among the 120,000 anti-Castro Cubans now in Florida, and many others still in Cuba. select group from this valuable team, attached either to the U. S. Tsrmiigration Off J.ce in Miami, or to the Tracy Voorhees Refugee Committee in Weshin,_,ton, could (1) make an important contribution toward the developlent of future plans for Cuba; (2) serve as an effective liaison between their reestablished Cuban contacts and U. S. Government agencies; and, (3) become the nucleus of a staff of experts to return to Cuba when the situation warrants such action. In the interest of preventing the dissolution of this team of knowledgeable experts who have recently returned from Cuba, it is recommended that the reassignment of personnel in this cat- egory who are under your jurisdiction be deferred pending a decision in the formation of such a stand-by team.
