C. 24 January 1961 With reference to our telephone conversation yesterday, I wish to express again my appreciation for your willingness to meet next week with the DOD's Collateral Activities Coordinating Group (Cold War). The following background information maybe of use to you in the preparation of your remarks. As I am sure you know, the DOD CACG was formed two years ago in recognition of the need for more effective Defense support of our foreign policy and our national cold war objectives. The Group has served as a top level advisory council for the Deputy Secretary of Defense. Its primary objective is to find means of improving the capabilities of the military establishment to reinforce military, political, economic and psychological measures undertaken to meet and overcome the continuing Communist challenge to our national security. Enclosed is a list of the present membership of the CACG. You will note that the Chairman and most of the senior members are new to Defense. These officials will be participating in the CACG activity for the first time next Wednesday. We particularly welcome the opportunity to have you meet those members whom you may not know and to present the opening agenda item for the new Group. We envisage that your presentation will set the stage for future CACG discussions by developing a broad picture of current and probable future Soviet cold war courses of action. In this connection, a few of our thoughts might be helpful to you in pre- paring your comments. We would be particularly interested in your views on how the Soviets exploit their military power, in- cluding military assistance, as instruments of cold war warfare. We would also welcome the identification of Bloc vulnerabilities to cold war activities which our military establishment might assist in exploiting and any general recommendations which you would care to make with respect to the role that the Department of Defense can play in furthering our national objectives. I know that the Group would appreciate both criticism of past DOD actions or inactions and suggestions for future courses of action or activities which the De- partment of Defense might undertake. I would suggest approximately 25 minutes for your remarks to be followed by about 20 minutes of discussion. All of those in attendance will have Top Secret clearances. The CACG meeting will begin at 9:30 a. m. on I February in Room 3E 869, The Pentagon. Again, let me say how much we appreciate your acceptance of this invitation.
