MEMORANDUM FOR THE RECORD
SUBJECT: Memorandum for DCI from the Assistant Secretary
of Defense, ISA, subject "Request for Special
Estimate Concerning Southeast Asia"
1. A memorandum on the subject of Chinese Communist
intentions in Southeast Asia was under preparation in ONE
at the time the communication from It. Nitze was received.
A copy of the memorandum was sent to 14r. Nitze to determine
whether it adequately met his requirements. This memorandum
has been converted into SNIE 10-2-61, "Communist Short Range
Intentions in Mainland Southeast Asia", with a USIB target
date of 27 June.
2. On June 21 I called Colonel Thomas Wolfe of ISA to
confirm that ISA was aware of the action taken by CIA, that
the target date for the SNIE, June 27, was satisfactory, and
that the proposed SNIE covered the matters of interest to ISA.
Colonel Wolfe replied in the affirmative. We agreed that no
formal CIA answer to ltd. Nitze's memorandum was necessary.
