The Federal Bureau of Investigation has made an
investigation and submitted information to this Division con-
cerning recent activities of the following persons and
organizations, and has requested our opinion as to whether or
not possible violations of the Neutrality laws are indicated
and whether further investigation is desired.
In each instance I am advising the Bureau that no in-
vestigation is desired at the present time, but that these
matters will be discussed with the new administration after
January 20. In brief, the facts in each case are as follows:
allegedly a "prominent United States diver,"
reportedly was contacted by Cuban friends and offered X25,000 to
destroy the main refinery supplying diesel fuel for power in
Santiago Harbor in Cuba. Tentative plans call for the purchase of
a two-man submarine from an unknown individual on Long Island to
be used in the operation. If the oil refinery is in fact owned
by the Cuban government, there could conceivably be a violation
of 18 U.S.C. 956.

in the Miami area. members o this group reportedly will receive
military training in Florida preparatory to an invasion of Cuba. The
group allegedly has arms, ammunition and access to several boats which
will be used to transport the group to Cuba. These allegations in-
dicate a possible violation of 18 U.S.C. 960.
The captioned organization LJ reportedly had a group of 70
men scheduled to begin training at an unknown camp near Ocala, Florida,
preparatory to engaging in sabotage and guerilla warfare against the
Castro regime.
I I a functionary of is allegedly trying to obtain STAT
information from some qualified United ates military source on the
training and organization of the MDC group. These allegations indicate
a possible violation of 18 U.S.C. 960.
1i. Subject: ANTI-FIDEL CASTRO ACTIVITIES
NEUTRALITY MATTERS
A group of some 25 men have received military training on
property belonging to The STAT
group was moved to this property at the suggestion of Miguel Pons,
former Cuban Naval Attache, who assured that she would be STAT
reimbursed for her expenses. This information indicates possible
violation of 18 U.S.C. 960.
