August 15 1961 Attention: Thomas Parrott The Federal Bureau of Investigation has submitted informa- tion to this Division concerning recent activities of the following organization and individuals, and has requested our opinion as to whether possible violations of the neutrality laws are indicated and whether further investigation is desired: "Volunteer Invaders for Freedom" Albert Hamburg Carlos Bourgois Information furnished to us by the Federal Bureau of Investi- gation reflects that these individuals have reportedly corresponded with sources in the Scottsbluff, Nebraska area, in the interest of recruiting individuals and raising funds for the "Volunteer Invaders for Freedom" group. It is noted that Bourgois is identified as a "Colonel" in the Cuban Revolutionary Council, Miami, Florida, and Hamburg is indicated to be a "Recruiting Officer" for the group. The available information further indicated that the "Volunteer Invaders for Freedom" group is associated with the Cuban Revolutionary Council, which group supported the April 17, 1961 liberation attempt against Fidel Castro. Prior to making a decision with respect to further investi- gation of the activities of this group and of Hamburg and Bourgois, I would be interested in any comment or observation you may wish to make concerning this matter.
