This is in reply to your letter of September 21, 1959, con-
cerning the reduction of civilian employment by the Uuveernment.
It is my sincere desire that we employ only the number of
personnel absolutely required to carry out efficiently and success-
fully the missions assigned to the Central Intelligence Agency.
Within these limitations I shall continue to effect reduction of
personnel whenever practical and feasible.
In accordance with these objectives and in agreement with
your office, we planned a reduction of one per cent in 'iscal Year
1959, and two per cent in Fiscal Year 19b0. The goal for Fiscal
Year 1959 has been achieved and every effort will be made to attain
the goal established for Fiscal Year 1960.
The Agency financial plan and progress reports for Fiscal
Year 1960 will be submitted to the Bureau of the Budget in accordance
with the requirements of Budget Circular No. A-24.
