Dear Allen:
As you know, the Commerce Department is designated
to administer and enforce the Export Control Act of 19L19.
Our chief objective, under this law, is to prevent un-
authorized diversions, transshipments and re-exportations
of strategic U.S.-origin commodities and technical data
to the Sino-Soviet Bloc.
We seep to attain this goal through an export
licensing system which is administered by our Bureau
of Foreign Commerce. For enforcement of the controls,
we rely on the Export Control Investigation Staff in
that Bureau. To perform their duties our investigators,
In carrying out their intelligence and liaison functions,
have the cooperation and assistance of not only the U.S.
Foreign Service, but also of the several civilian and
military investigative-intelligence organizations which
operate within the United States and abroad

cians of our National Bureau of Standards and Business and
Defense Services Administration, can be of considerable

In view of the foregoing, I believe it would be useful
to have representatives of our two departments confer for
the purpose of making arrangements for cooperation in this
area of mutual interest. I would appreciate an early
