Section 14 of Executive Order No. 10450 requires the
Commission to make a continuing study of the :manner in which
the Executive Order is being implemented by the departments
and agencies of the government for the purpose of determining:
"(l) Deficiencies in the department and
agency security programs established under this
order which are inconsis tent with the interests
of, or directly or indirectly weaken, the national
security.
"(2) Tendencies in such programs to deny to in-
dividual employees fair, impartial, and equitable
treatment at the hands of the Government, or rights
under the Constitution and laws of the United States
or this order."
The Commission is required to report at least semi.-annually
to the National Security Council on the results of the study and
to recommend means to correct any such deficiencies or tendencies.
The question arises whether, in view of the special legis-
lation pertaining to the Central Intelligence Agency, your Agency
falls under the provisions of Section 14 of tae Order for the pur-
pose of the Commission's review or inspection of your program. Bill
you. please give me your view on this matter?
