You may recall that last year we decided not to recommend a candidate for the President's Award for Distinguished Federal Civilian Service but indicated that we would expect to do so in subsequent years. You may recall also that the Director suggested last year that Dick Bissell might be a candidate at a subsequent date. 2. After consulting with the other .Deputy Directors we believe that~s a mosi5xi deserving candidate and Gordon Stewart has drafted the attached proposed unclassified letter to the Executive Secretary of the President's Distinguished Civilian Service Awards Board. We feel certain that in order to have very much chance of favorable consideration it would be necessary to supplement the written information contained therein with exten- sive oral explanation and, in fact, disclosure of his principal project to the Board which, last year, was composed of the following: James P. Mitchell, Secretary of Labor, Chairman Alan T. Waterman, Director, National Science Foundation Louis J. Hector, Civil Aeronautics Board William P. Rogers, Attorney General Percival Brundage, Director, Bureau of the Budget Harris Ellsworth, Chairman, Civil Service Commission, Executive Secretary We feel strongly that no written information about the project should ':be furnished and that if an oral disclosure is made it should be only after obtaining secrecy agreements from the members of the Board. (While Secretary Mitchell is the Chairman again this year, the other members of the Board have not been announced as yet---presumably they will be the same with the possible exception of Maurice Stans being substituted for Percival Brundage.) 3. If you feel that security will permit us to process this candidate I recommend your signature on the attached proposed letter; if not, then I recommend that we not sub- mit a candidate this year. In order to receive consideration our nomination must be re25x1 ceived by the Executive Secretary of the Board no later than 1 October 1958.
