Dear A1r. Aspinall:
This is in reply to your letter of 8 Juno 1961. requesting
a report on H. R. 7149. H. R. 7475, H. R. 7486 and H. R. 7499,
proposals to enact the "Richard E. Byrd Antarctic Commission
Act of 1961. "
As we have indicated in reports on similar bills
introduced in previous Congresses, the polar regions ire of
great interest to the intelligence community and considerable
attention has been given to the problem of how the United States
Government should conduct its activities in these areas.
particularly Antarctica. However, since these proposals involve
issues which are not directly within the purview of this Agency,
I feel that specific cox nrr,ent on them by this Agency would not
be appropriate.
The Bureau of the Budget has advised that it has no
objection to the submission of this report from the standpoint
of the Administration's prograire

MEMORANDUM FOR: THE DIRECTOR
Attached is a reply to the House Interior and
Insular Affairs Committee's request for a report on
four identical bills to create the "Richard E. Byrd
Antarctic Commission Act of 1961." These bills
are the same as those introduced in the 85th and
86th Congresses and our reply is the same as given
on the previous bills. This report has been cleared
