The President is considering setting up a Board of
Consultants to review the work of this Agency. This is
along the lines of one of the. recommendations of the
Hoover Commission of which you are a member and which
recommended a "committee of experienced -private citizens
who shall have the responsibility to examine and report"
on the work of the Government's foreign intelligence
activities.
The President has asked me to draft and submit to
you for your suggestion* a form of "secrecy oath which
we could appropriately ask the members of the Board to
sign. Accordingly. I have drafted a form of oath.
Personally. I see no difficulty in this procedure as we
always require a very similar form of oath from all of our
outside consultants and any view you have on this subject
would be appreciated.

SECRECY OATH
By virtue of my appointment to the Board of
Consultants for the Central Intelligence Agency I will
become cognizant of intelligence information of the highest
importance to the national defense and security and of
information pertaining to intelligence sources and methods.
I do solemnly pledge my word that I will never divulge any
classified information which I may obtain as a result of my
work on the Board except to the President of the United States
or such persons as he may authorize to receive such information.
