SUBJECT : Report by Interdepartmental Committee
on Internal Security
1. It is requested that the DCI sign the attached letter to
Mr. J. Walter Yeagley, Chairman of the Interdepartmental
Committee on Internal Security.
2. The letter refers to a report by the ICIS dated 10 March
1959 concerning The Status and Disposition to be Made, in the
Event of a War-Related Emergency, of Merchant Vessels or
Civil Aircraft and Persons Thereon Within the Territorial
Jurisdiction of the United States Actually or Potentially Dangerous
to the Internal Security of the United States. " The ICIS report
was concerned in detail with the domestic aspects of the problem.
A single paragraph of the report recommended alerting of all
U. S. intelligence agencies to the needs of U. S. domestic action
agencies for information regarding activity falling within the
purview of the paper. Pursuant to the recommendation Mr.
Yeagley forwarded a copy of the report to the Director for
information and whatever action was deemed necessary.
3. CI Staff will prepare an appropriate dissemination for
operational personnel abroad and at Headquarters directing
attention to the urgent need by the action agencies for prompt
information of the type discussed in the Committee's report.
