In connection with the current critical Cuban situa-
tion, a number of unsubstantiated reports have been received
pointing to the possibility that the Castro regime, with the
assistance of Soviet and Chinese Communist technicians and
engineers, has undertaken the construction in Cuba of various
missile bases, submarine facilities, and other military instal-
lations. If such reports are authentic, this development would
pose a serious threat to the United States.
I, therefore, feel that, if it is not already being
done, the United States might consider instituting a program
of photographic reconnaissance to acquire factual and up-to-
date data on airfields, military bases, and other installations
of intelligence interest to this Government: which might be
used against the United States.
I am bringing this suggestion to your attention in
view of your interest in foreign intelligence matters for what-
ever action you think is appropriate.
