In line with previous arrangements made for the U. S.
Delegation at the Geneva Technical Conference on the Control
of a Nuclear Test Moratorium, I am notifying Mr. Philip J.
Farley, Special Assistant to the Secretary for Disarmament
and Atomic &hergy, Department of State, that Dr. George M.
Kavanagh has been granted broad authority to declassify
and authorize the utilization in the forthcoming Geneva
Conference on Nuclear Test Cessation of the information
covered by the following topics:
