Attached hereto is a copy of a letter of this date, with attac
ve sent to the Director of the Bureau of the budget on the
earanceea for access to Restricted Data and exchange of such data.
iChts letter is a follow-up to staff level discussions bttweeen represen-
tatives of the Central Intelligence Agency and Bureau. of the budget. relating
recent legislative proposals by thee'bepartrnent of D3eefensee. It is my under-
standing that these proposals. `w ch would amend the Atomic Energy Act of
1954 are now being reviewed bftlue Atomic Energy Commission. The
Department of Defense proposals do not contemplate any change in the pro-
visions of the Act which relate to elearsancee procedures. I have raised this
problem in my totter to the Dirsctot of the Bureau of the Budget, however,
because the Bureau examiners have ex
pressed an interest in it, and it is
to the whole problem of access to, and exchange of information based
on Restricted Data. The clearance problem has been discussed at consider-
able length by representatives of this Agency and the Atomic orgy CCorn-

e, and we feel that consideration should be given, at an appropriate
e, to legislative amendments which woul4 deal with it. We do not wish
any way. however, the prompt cohpideration by the Congress of
the proposed amendment to Section 143. reiat g to the critical problem
which has arisen an the inter-agency exchange 4 Restricted Data between
appropriately cleared personnel.
